JCA's surveying services are provided by highly trained personnel, using state of the art equipment. Civil Engineering Our engineering department provides services to a wide range of clients, such as developers, authorities, local government, private property owners, wineries and farmers. As well as being water authority accredited consultants, we offer design, administration, supervision of construction works, VCAT witness reports, feasibility advice, project coordination, review of requirements and progress reports. Town Planning Services include pre-purchase feasibility studies, town planning reports, applications to facilitate approvals, negotiating requirements, covenant removal and variation, rural development projects, VCAT appeals and re-zoning applications
